CHAPTER   3

ADMINISTRATION

There shall be a General Headquarter of the Holy Church at Aizawl the spiritual Jerusalem. The main office of General Headquarters shall be called SECRETARIAT.

 The General Headquarters shall consist of :

3.         Trusteeship

B   :   DEPARTMENTS AND WINGS

 1.    Building Department/Board

2.    Financial Department/Board

3.    Mission Department/Board

4.    Publication Department/Board

5.    Youth Evangelical Front (wing)

6.    Others.

 C    :   SUBORDINATE BODIES

1.    Groups

2.    Local Churches

3.    Preaching Stations

 A   :   GOVERNING BODIES

 1.   EXECUTIVE COMMITTEE

 There shall be Executive Committee of the Church at the General Headquarters which will function as Administrative head of the Church.

 1.    Membership.

The maximum regular membership shall be upto twelve members at General Headquarters and upto twelve members outside General Headquarters.

 2.    Office Bearers

The Executive Committee   shall have the following office bearers :

a)         Chairman, appointed by the Committee, from among its members.

b)         Executive Secretary

c)         Treasurer

d)         Financial Secretary

 3.         Functions of Office Bearers.

 a)   Chairman

i)          He will function as Chairman of the Commi­ttee meetings.

ii)         He will sign committee minutes,

iii)        He may handover the chair to any member of the committee for one sitting or for a shorter period. In such case, she acting Chairman will sign the minute on behalf of the Committee.

 b)   Executive Secretary

There   shall   be   Executive   Secretary   of   the Church.

 i)          He will function as Secretary of the Commit­tee meetings.

ii)         The   Secretary   will   sign   the   minute of the Committee meetings.

iii)        The Secretary will keep the minute book.

iv)        The Secretary in consultation with the Chairman will summon committee meetings.

v)         The Secretary will receive proposal and prepare agenda of the Committee.

vi)        The Secretary will receive applications for budget sanctions to be laid before the Committee for considerations and decisions.

vii)       The Secretary, on behalf of the committee, will inform the decisions made to the concerned persons, party or department.

viii)      Concerning policy matters, including delega­tion of powers vested by the Committee, the Sec­retary will communicate to the concerned body or bodies.

ix)        The Secretary will summon meetings of Jeru­salem Council and of Adults covering the whole Church.

x)         The Secretary will function as meeting Secretary of meetings covered at b (ix) above, as recorded and will furnish minutes to all members.

xi)        The Secretary will initiate ACRs (Annual Confidential Reports) of all Secretariat to be reviewed and accepted by the Executive Committee.

 c)   Functions of Executive Committee

i)          The Executive Committee will function as Administrative head of the Church.

ii)         The Committee will appoint a substitute of the Apostle for a period when he is not in position to do his official duties.

iii)        The committee appoint successor of the Apostle with the same given title or other title of he is   not in a position to continue to hold his office.

iv)        The committee shall have power to make Service Rules, Recruitment Rules, Guides, etc. of the Church, of departments and of wings as the case may be.

 Administrations

v)         The Committee may create departments and wings of the Church.

vi)        The Committee will constitute Boards and Committee as the case may be. And it shall have power to dissolve, reconstitute or to revise as the case may be.

vii)       The Committee will appoint ex-officio mem­bers of Boards and of wing Committees whenever found necessary.

viii)      The Committee may issue directive princi­ples for proper administrative functioning’s of some or all local churches.

 Secretariat

ix)        The Executive Committee may institute Secre­tariat of the Holy Church.

x)         The Committee shall responsible for the pro­per management of the Secretariat.

xi)        The Committee may create and sanction posts of Secretariat.

xii)       The Committee shall appoint staff workers of the Secretariat.

xiii)      The Committee shall have power to promote, discipline and terminate Secretariat employees.

xiv)      The Committee shall bear responsibilities for the welfare   and   functioning’s   of the Secretariat and its staff.

Employments

xv)       The Committee shall have power to create and sanction   permanent   posts for   employments of the Church Services.

xvi)      The Committee may directly appoint or authorise departments to appoint for temporary posts or employ suitable persons on con­tract basis.

xvii)     The Committee shall frame Recruitment Rules for employees of the Church.

 xviii)   Only the Executive Committee shall have power to take disciplinary actions including sus­pensions or termination of the Church employees from services drawing disciplinary proceedings.

 Finance

xix)      The   Committee will hold annual budget sessions.

xx)       The Committee will hold annual budget sessions every year before the beginning of each financial year of the Church, to discuss, pass and provide annual budget of the Church for the next financial year.

xxi)      The Committee   shall   have   power to pass, change, reject and sanction supplementary budget proposals.

xxii)     The Committee shall have power to transfer budget provisions from department to department and from item to item for the same financial year.

xxiii)   For all plan items of the budget, only the Executive Committee shall have power to sanction the Budget provisions.

xiv)      The Executive Committee mayframe financial rules.

xxv)     The Executive Committee shall initiate, pre­pare and accept ‘Star of the Elects’, i.e consti­tution of the Holy Church.

xxvi)   The   Executive   Committee   shall   have   at least one Full   Sitting   within six   months period treated as Compulsory.

xxvii) In between the full sitting of the Commi­ttee, the committee, covering non ex-officio members, may hold.

xxviii) The Committee will receive and consider agencies submitted from its members, departments/ Wings.

 

2.   SECRETARIAT

 i)          There shall be Secretariat of the Holy Church in the General Headquarters where Departmental Secretaries will be entitled to have their respective office tables.

ii)         There shall be full time workers employed by the Church in the Secretariat as per the Executive Committee may decide from time to time.

iii)        Secretariat staff workers shall be bound by the Service Rules, etc. of the Church and also of the directives given by the Executive Committee from time to time.

iv)        Gradation and pay scales, strength of Secre­tariat staff will follow Recruitment Rules of the Church.

v)         The Secretariat shall be financed by the Church from its consolidated fund.

vi)        The Secretariat shall be head office of the Church.

vii)       All official transactions of the Church, inclu­ding Executive Committee arid Directorate depart­ments shall, normally be originated and recorded in the Secretariat.

viii)      All circulars of the Church shall be filed in the Secretariat,

ix)        All financial reports of the Church, including Audit reports, shall be filed in the Secretariat.

 3.   TRUSTEESHIP

1.         On behalf of the Holy Church, there shall be a body called   Property Trust   for   the care and safeguard of moveable and immoveable properties of the Church.

2.         The Executive Committee will appoint mem­bers of the Trust.

3.         All Church   properties, held at any level, in­cluding Solomon’s Temple, Tabernacles and other buildings, shall be recorded by the Trust and kept for safety.

4.         The Executive Committee will take decisions on the recommendations of the Trust or otherwise pertaining to property cares and custody, acquisi­tion, and disposal construction and demolition etc.

5.         Property Register and the connected files will be preserved under the safe custody of the Trust.

6.         In case of dispute of ownership, serious dis­agreement amongst the members of the Trust, the Executive Committee of the General Headquarters will take up/over the subject and its decisions willbe binding to the Trust.

7.         In case the Trusteeship endangers the interest of the Church, Jerusalem Council shall be sum­moned within two months of the incident by the Executive Secretary. The Council may dissolve the existing Trusteeship and replace with a new Trus­teeship formed by the same Council.

8.         Any member of the Trust who ceases to be a member of the Holy Church on any ground will automatically cease from his/her membership of the Trust.

9.         Concerning Church properties, any outsider interference or influence even from inside will not supercede final decisions of concerned Church authority.

 II. OVERALL CARETAKER – SHEPHERD

             Every member of the   Church is supposed to remember that any meeting of the Church, of Board, of Committee and of family is presided over by the Holy Spirit as our Shepherd. So, no activity of the Church and its members can be hidden from Him.
